Moodle 3.2 will be equipped with a brand new default theme which will have Bootstrap 4 as the base CSS framework. Damyon Weise, Moodle HQ developer posted about the release of the first prototype of the new theme for Moodle 3.2.
Check out the prototype of New theme for Moodle 3.2 #MoodleThe prototype looks awesome with a lot of new changes. You can also check out the prototype demo here. It uses bootstrap4 alpha 2 and incorporates the javascript and styles from that framework. However, the demo is still not finalized and it will take few more weeks to crystallize the project further.
For tech geeks, the initial steps for the theme project are:

Post Pages - Post Inline - WIRIS
  • Converting the less from bootstrapbase to sass and combining it with the sass from bootstrap4
  • Adding renderers and templates, removing custom CSS rules and updating the markup to directly use bootstrap4 classes
  • Integrating a sass compiler in moodle so we can re-compile the theme when settings are changed
  • Support for an auto-css flipper for RTL

So, if you are also a Moodle theme designer, then you can share your ideas for the New theme project in this Moodle forum thread.
