According to the interview it will be a chance for developers and non-developers to organize around fixing/improving/creating a feature or module in Moodle. This will include brainstorming the changes, thinking through usage and benefits for the community and then participating in the hackfest to rapid prototype. Sounds like a great way to get involved in the Moodle community to focus on immediate changes.
