The Tutorial Booking activity for Moodle developed and maintained by Neill Magill and the University of Nottingham provides the functionality you need to allow students to slot themselves into available timeframes.
According to the plugin’s detailed functional specification,
The mod provides functionality in Moodle that provides a tutorial booking service… A tutorial is small (informal) group teaching session with a cap on numbers. The system allows students to opt to attend specific slots. Typically slots are repeated through the week and students sign up to the most convenient slot.
By utilizing the capacity limits to each of the sessions you could easily create ways to accommodate many or just a few students at a time based on how you want to meet with students.
