There’s been a long discussion about the features to be included and how it might work at http://moodle.org/mod/forum/discuss.php?d=167764.

This morning Mr. Hemelryk unveiled a prototype of the new module and it looks like a great leap forward for managing and maintaining a growing extensions/theme repository. Check out Sam’s work and his updated post at http://moodle.org/mod/forum/discuss.php?d=167764#p739479
