Moodle 3.2 which is going to be the next stable release and scheduled for release in November 2016, will see a brand new theme in core. Damyon Wiese, the core Moodle developer is seeking the community feedback especially from the Moodle Theme designers about the changes to be done.
Seeking Suggestions - New Theme for Moodle 3.2 #Moodle #Community
As of now the Moodle themes are based on the Bootstrap 3 framework, so Damyon is seeking feedback about the selection of the CSS framework for the new theme. There would be some big changes to the Moodle Navigation also based on the Tracker issue here- and include the following changes:

Post Pages - Post Inline - WIRIS
  • changing design of the nav block and simplifying it to a flat list (not a tree)
  • adding navigation into the navbar
  • consistent “gear icon” for accessing settings pages
  • moving the “block region” out of the “content” of the page

If you would also like to participate in the discussion and provide your suggestions, then you are most welcome to post your views in this forum thread.
