
Because it was Joe’s #MoodleWish that came true, we’ve been following the progress of the Recycle Bin for Moodle since he first lamented about it in 2013.
The plugin fulfillment of this wish by Skylar Kelty have been a wonderful edition to the plugin portfolio since 2015. However, now the basic functionality of the Recycle Bin has been cooked into 3.1 and will be available upon install of the core.

The recycle bin will be integrated with Moodle 3.1, not 3.01. Moodle 3.1 is due out in the next few weeks (around 23 May).

It is worth noting that the recycle bin will allow the restore of an entire course as well as a component within a course.
Hi there – yes – in addition to what Marcus says about 3.1 and the Recycle bin – the documentation is “work in progress” until 3.1 is out and then the finished version of this page will be moved from the developer documentation into the 3.1 user documentation.
