Chris Kenniburg from Dearborn Public Schools has posted a short and crisp video about restricting permissions for a non-editing teachers such that they are allowed to view grades of only one group in which they are also a member.
During the video Chris shows the most powerful feature available in Moodle which is very rarely used i.e. activity based permission and setting it up as per your requirement which makes Moodle as the most powerful permission controlled LMS.

The walk through video tutorial is a good introduction to assign non-editing teachers in Moodle to specific groups and only allow them to see/grade the students of their own group.
