Moodle has released the latest minor point versions for all the supported branches i.e. Moodle 3.1.2, 3.0.6, 2.9.8 and 2.7.16 with bug fixes and small improvements. So, if you are managing a Moodle site, then it is recommended to upgrade your sites to the new version.
You can download the latest versions from the usual download page of Moodle or else Moodle’s git repository. The details about the changes in the latest point versions are available in the release notes:

Moreover, the next release of Moodle i.e. Moodle 3.2 is scheduled to be released on 14th November. Also it has to be noted that Moodle 2.7 (LTS) and 2.9 branches are currently supported for security fixes only.
And, All Moodlecloud site administrators will get their sites upgraded to the latest 3.1.2 in a couple of days.
