One part of Martin Dougiamas’s recent keynote presentation which focused on the start of the Moodle Association was what is being considered for the 3.0 roadmap. The first bullet was to work on and include a framework for competency-based instruction/design. Most teachers are already doing something like this, while not formally structured (competencies and learning objectives are often explicit in a course syllabus for example, but may not be referred to again directly in the flow of the course).
Totara’s solution for managing competencies has been available for over a year (and has been refined over that time). As you’ll see in the video, a lot of the language to explain competency refers to it as a workplace-based tool (for managers and employees and worker training for competencies valuable to the workplace). However the recent shifts in higher education have made competency-based education a hot topic (even a buzz word) so it will be interesting to see how and if the current implementation is translated to something more suitable for education.
