Bas Brands recently released a Bootstrap 3 based parent theme for Moodle. Currently all of the the standard Moodle Bootstrap themes, including Clean and More are based on an earlier/older version of Bootstrap (2). While the theme provides essentially the same feature-set allowing your Moodle to be responsive and to use features like buttons, tabs, etc. within the text editor. It also paves the road (hopefully) for a smoother transition of Moodle from Bootstrap 2 to 3 in the near future.
