Here’s an infographic created by the Celtic Project (celtic-project.org) that does it’s best to answer that question.  LTI by IMS is a framework to develop, deploy and use learning content and activities through various LMSs easily. If you’re looking to connect to content and information, activities and exercises or another LMS it’s a way to do so while also sharing context and user information across the systems.
